Board of Trustees
Each of the 12 community colleges in Missouri is governed by a Board of Trustees. At St. Charles Community College, the six elected members reside within the college's taxing district and represent the community at large. As a policy-making body, the Board determines the current and future direction of the college and allocates the resources needed to accomplish goals and advance SCC's mission.
Pamela S. Cilek was elected to the St. Charles Community College Board of Trustees in April 2014 and was reelected in 2020. She currently serves as Board President. Previously, she has held the offices of Board Vice President (2022-24); Board Secretary (2020-22); Board President (2018-20), Board Vice President (2015-2016) and Board Secretary (2016-2018).
A 44-year resident of St. Charles County, Cilek is a retired educator who taught for 34 years, 26 of which were spent at SCC. Prior to her time at SCC, she taught high school for four years and served on the faculty at University of Missouri-St. Louis, St. Louis Community College-Florissant Valley, and Lindenwood University. Coming to SCC in the first year that the college offered classes to teach in the theater and communications department, Cilek experienced teaching in temporary locations throughout St. Charles County, moving to the current campus, and construction of each new building as she coordinated SCC’s Center Stage Theatre program.
Originally from Macomb, Illinois, Cilek obtained her bachelor’s degree in speech and theater education with a minor in English from Western Illinois University in Macomb and then earned her master of fine arts degree in theater at Lindenwood University. According to Cilek, education runs in her family. Her grandmother, mother-in-law, uncle, and sister were all educators, and her late husband, Clark Cilek, Ph.D., was principal of St. Charles West High School for 26 years.
"My philosophy of education, teaching, and life is pretty much the same: Success is usually about the ensemble or the group and not about just one person," Cilek said.
Mike Lissner was appointed to the SCC Board of Trustees in Aug. 2021, filling a seat that had been vacated by William Pundmann. Lissner was elected to fulfill the remaining two years of Pundmann’s original 6-year term during the April 2022 election and re-elected for a 6-year term during the April 2024 election.
“St. Charles Community College provides the type of education that leads to growth and success for people living in our community, including our employees and clients,” said Lissner. “I’m honored to contribute to the SCC Board of Trustees and help move the college forward.”
Lissner is a founding partner at Acropolis Investment Management, a fee-only wealth management firm. Prior to joining Acropolis, he spent 13 years in the advanced technology and financial services areas at Accenture. Lissner served as a member of the SCC Foundation Board for 15 years. He lives in Lake St. Louis, Missouri, and has two adult children, Luke and Guinevere.
“Learning and education, particularly for the underprivileged and disadvantaged, are a passion of mine,” explained Lissner. “I believe in the power of education to transform lives. I consider employability as an important aspect of education. I am an ardent supporter of both STEM and career-technical programs.”
Lissner received his BSBA in Computer Science from the University of Missouri-Columbia and currently has his Certified Exit Planning Advisor (CEPA) and Certified Financial Planner (CFP) certifications. He is very active in the Entrepreneurs Organization (EO), a peer-to-peer learning organization for business owners. Additionally, Lissner is a member of the Exit Planning Institute (EPI), an organization that helps business owners better run their business and prepare for the eventual transition out of their business on their terms.
Jean Ehlmann was re-elected to a six-year term on the St. Charles Community College Board of Trustees in April 2024. Holding the office since 1994, Ehlmann has served as Board President (2000-2002, 2008-2010), Board Vice President (1998-2000, 2002-2006), Board Treasurer (1996-1998), and Board Secretary (2006-2008, 2022-24 and 2024-26) and has seen the college through three of its expansion phases.
Ehlmann is a retired history and government teacher from St. Charles High School with a bachelor's degree in history from Lindenwood University and a master's degree in education from the University of Missouri-St. Louis.
One of her priorities has been to respond to college enrollment trends and meet students' academic needs. "SCC must be accountable to the students and community by ensuring that its general education classes are transferable and its career-technical programs are meeting job market demands," Ehlmann said. "I want to ensure that SCC meets the future educational needs of St. Charles County."
Shirley Lohmar, appointed to a seat vacated by her late husband in 2015, was elected to a four-year unexpired term on the St. Charles Community College Board of Trustees in 2016; she was reelected in 2020. She has served as Board Treasurer from 2016 to 2018, Board Vice President from 2018 to 2020, Board President from 2020 to 2022 and currently serves as Board Treasurer. She earned her bachelor's degree in speech pathology and elementary education from Southeast Missouri State University and her master's degree in educational administration from Lindenwood University.
A believer in the importance of education, Lohmar is a retired St. Charles School District elementary school principal. After having taught at Monroe Elementary School for 16 years and being named Teacher of the Year for the district in 1998, she was appointed to the position of principal at Blackhurst Elementary, continuing as principle of Null Elementary when the district restructured in 2007.
Bringing valuable experience to the board, Lohmar is past president of the Parkside Meadows Retirement Community Board of Directors; is part of the St. John United Church of Christ Church Council governing board; and held the position of chairman for the Charter Commission of the City of St. Charles when the city successfully adopted a charter form of government in 1981.
"Public education is important because it is the foundation of a free society," said Lohmar. "It empowers people to live their lives to the fullest and reach their dreams, whatever that may be. It also creates character in an individual. It teaches us to value our culture and the culture of others."
For Lohmar, community college advocacy is a family tradition. Her son, Timothy Lohmar, served on the SCC Board of Trustees from 2002 to 2011; and her late husband, the Honorable William T. Lohmar, Jr., a former circuit judge, associate circuit judge, and St. Charles municipal judge, served on the SCC Board of Trustees from 2011 to 2015.
Lohmar has lived in St. Charles County since 1972. She and her late husband have one child (Timothy) and two grandchildren.
Mary Schnare Stodden was elected to a six-year term on the St. Charles Community College Board of Trustees in April 2016 and reelected in April 2022. She has served as Board President from 2022-24, Board Treasurer from 2020-22 and Board Secretary from 2018-20. Stodden retired in May 2014 after a 37-year career as a high school librarian, spending 1978 to 1988 at Duchesne High School and 1988 to 2014 at St. Charles High School.
She holds a bachelor’s degree in history and library science from Morningside College in Sioux City, Iowa, and a master's degree in library and information science from the University of Missouri-Columbia.
Local and state honors include the Lifetime Achievement Award from the Missouri Commission for Deaf and Hard of Hearing in 2004 and Outstanding Teacher of the Year in a Specialized Area from the St. Charles School District in 2012.
Raised in St. Charles by parents Paul and Helen Schnare, who were instrumental in the initial development of St. Charles Community College, Stodden “wants to carry on that legacy by continuing to make SCC the best institution it can be. SCC provides a place for students to get an excellent education in order to become an employee in the 21st-century workforce.”
Rose Mack was elected to her third six-year term on the St. Charles Community College Board of Trustees in April 2022 after being appointed to a vacated seat in July 2009 and reelected in April 2016. Mack has served as Board Vice President (2020-22), Board Treasurer (2018-20), Board Secretary (2010-2014) and Board President (2014-2016).
Mack served 10 years as a councilwoman for Ward 2 in the City of O'Fallon. Previously, she served as president and chief executive officer of the O'Fallon Chamber of Commerce, holding the position from 1996 to 2003. After serving as the in-district representative for former Missouri State Senator Jon Dolan from 2003 to 2006, she returned to the Chamber from 2006 to 2010.
Additional civic involvement includes St. Charles County Municipal League Board of Directors, St. Charles County Ambulance District Advisory Board, First State Bank Advisory Board, SSM St. Joseph Hospital West Advisory Board, and founding member of Vision St. Charles County Leadership program. Honors include the Vision Leadership Visionary of the Year Award (2006) and the Progress 64 West Excellence in Community Development Award.
As a former community college student, Mack has a personal interest in serving on the Board of Trustees. "Community colleges serve students from the young to the young at heart," she said. "As tuition costs rise at most four-year institutions, St. Charles Community College continues to help our residents by providing a quality education at an affordable price. The college is a great value to our community and I want to help maintain the integrity and service that this college provides."
Mack lives in O'Fallon and has four children, nine grandchildren, and three great grandchildren.
